Andrew Roy KC
Andrew has extensive experience and expertise in contentious costs litigation, in particular with respect to QOCS, wasted costs, CFAs and fixed costs of all types.
He was appointed a Deputy Costs Judge in 2021.
He regularly attends detailed assessments and is often instructed to deal with technical costs and procedural issues, especially on appeal. As per Chambers & Partners, he is “routinely called upon to advise clients on cost appeals and has significant experience of appearing before the Court of Appeal” and is “particularly adept at handling CFAs and detailed assessments”. The Legal 500 describes him as “A leading light on costs who gets terrific results, [who] has a total mastery of the rules and the case law. A match for any costs silk” and as possessing “Encyclopaedic knowledge of costs principles and case law; Andrew is highly persuasive and a formidable advocate.”
The directories also note that Andrew “Brings an impressive expertise to these cases and deals with them in a forensic and impressive manner. He gets outstanding results“. They describe him as “fiercely intelligent and constructs great skeleton arguments”, “a ferocious advocate”, “A very tenacious and determined advocate who’s your man for a tough fight”, and is “always very well prepared, fights extremely hard for his client (in a fair way) and takes all the best points”, that “His skeleton arguments are detailed and insightful, such that he’s almost won the battle before he pitches up at court” and that “His advocacy is well paced and always well received.”

Lois is regularly instructed in detailed assessment proceedings in the County Court and SCCO, costs applications and cases involving costs arguments relating to claims falling out of the MOJ portal. Lois’ technical specialism is well-suited to arguing difficult of points of principle.
Lois acts in costs appeals which have included a successful appeal against an incorrect tariff-based approach to the assessment of costs on the standard basis following trial. Lois also acts in High Court appeals relating to costs disputes and has represented a Solicitor in a Solicitor Client assessment appeal in the High Court.
Having been an employment practitioner Lois is properly equipped to handle detailed assessment proceedings that relate to costs orders from the employment tribunal. Nonetheless much of Lois’ Costs work relate to costs disputes from arising commercial and personal injury litigation.

Costs Judge Jennifer James
Costs Judge James studied Law at Lancaster University (LL.B(Hons)) and Criminology at Edinburgh University (LL.M) before training with a small niche practice in Cheshire and being admitted to the Roll of Solicitors in September 1992. She practised Costs Law from 1993 to 2007, initially with a PI/Clinical Negligence firm in Cheshire where she was involved in the Costs aspect of cases including the Myodil, Opren and Human Insulin pharmaceutical product liability multi-party actions, claims for compensation arising out of Beverley Allitt’s criminal activities on Ward 4 at Grantham and Kesteven Hospital, and the first round of compensation claims arising out of the tragedy at Hillsborough. Moving to London in 1996, Costs Judge James ran the Costs Department for a Central London firm where she was involved in R (Factortame Ltd) v Secretary of State for Transport, Railtrack, Gruppo Torras SA v Al-Sabah and Vernon v Bosley. As well as appearing in the Senior Courts Costs Office, Costs Judge James presented cases in County Courts and High Court District Registries around England and Wales and also to a much lesser extent in the Privy Council and in the (as it then was) House of Lords. She left private practice in 2003 to move primarily into education, initially delivering training in best practice to law firms around the country and then from 2007 onwards as a Senior Lecturer in Civil Litigation on the Bar Professional Training Course at the University of Law. Costs Judge James was Called to the Bar of England and Wales (Lincoln’s Inn) in 2016 and is a non-practising Barrister.
Costs Judge James has also (briefly) practised Costs Law in Australia (with DG Thompson, Driscoll and Matters). She is a non-practising member of the New York State Bar having been admitted in 2007, became a Fellow of the Association of Law Costs Draftsmen in 1999 and was on the Education sub-Committee of the Association of Costs Lawyers for several years. Costs Judge James was appointed as a Deputy Master in 2003, and in September 2015 became the first-ever full-time female Costs Judge sitting in the SCCO. She is now also a Costs Officer sitting as required in the Judicial Committee of the Privy Council and in the Supreme Court.
